Refund for items not received
I placed an order for seeds. When the package finally arrived, it was an empty envelope with a note indicating it had been confiscated in customs for improper paperwork. I have repeatedly asked the seller for refund, which they say they are processing but I am not receiving. How do I contact Ebay for help on this?
