You need to look at your purchase history and see what is the last estimated delivery date shown for the item. Once this date passes by at least one full day (and no more than 30 days) you can open an case for an "Item not received". The seller must prove with tracking that the item was delivered or is still in transit within three days. If they do not than you "Ask eBay to step in" and force a refund. eBay will do nothing until the last delivery date has passed since not all sellers use tracking or input tracking numbers.
