Refund buyer request

I'm willing to refund a buyer, but there is a discrepency in the amount ebay wants to refund, and the amount I received. And it's not the tax. Are they fining me? It's under $1, but still messed up, I cannot get through to Philippines...

You'll be refunding the buyer, eBay will refund the fees.

Depending on the reason for the cancellation, the fixed fee of .30 or .40 will not be refunded.

There is a transaction fee of either 30¢ or 40¢ depending on the item price, that is not refundable.
