That's feedback extortion and a policy violation. If you change the feedback, you'll never hear from the seller again. This is a common scam used by sellers located in China. You can report the seller for that here:
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label* or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
*Since the seller is in China, he won't be able to provide the label so he will have to send you the funds to buy one yourself. There is little chance he will do that (though he may try all sorts of other diversionary tactics), so just wait and escalate the case on day 4.
