How do I go through Ebay protection to get a refund for a damaged item when the seller won't respond?

If you file a "not as described" return, the seller will have to provide a prepaid shipping label, pay for shipping or refund you. If you get a label, you will need to return the item within a certain time frame. If the seller does not cooperate or refund you when the tracking shows the item has been returned, you can ask eBay to step in and refund you after three business days.
