Refund
I have a return and I need to refund the buyer. It shows the amount I owe which is exactly what is on hold in my ebay account for the purchase. Why can't I refund using the amount owed being the same amount on hold on my account?

You need to refund from your bank account or back up payment method and when the money is taken off hold it will be sent to your bank account. New accounts can have their money held until things get rolling, it's just the way eBay has things set up.
