Refund

I purchased a laptop that showed up damaged and not as described in the listing. It was supposed to be a 16 gig ram with 1 TB SSD hard drive, but it was only an 8 GB ram with 238 gig hard drive.
I asked eBay to step in because the guy said he did not accept returns. I guess they sent him a message and he ended up accepting the return, he sent me an address to send the laptop back to but no shipping label. From what I've been reading he is responsible for the return since the laptop was not as described in the listing. He has not sent a return label only a shipping address I am not paying for the shipping of this laptop. But yet I cannot get eBay to step in or find any way to have them answer me on what to do. It says the laptop has to be shipped back by June 10th, do I just wait until June 10th and then try to get a hold of eBay or what should I do? There's no place to ask eBay to step in, I have even tried to call them on the phone. Am I going to end up being stuck with having to pay for the shipping of this stupid laptop this guy lied about? What should I do what can I do how do I get a hold of eBay to step in?

Did you open a return request? There was no need to ask eBay to step in initially, because *all* sellers accept returns for damaged or not as described items.
Yes the seller needs to provide you a return shipping label.
Look in the case, what does it say was the reason for the return?
What does it say the status is? (waiting for you to ship)

Depending on the reason for the return,
If it says it's waiting for you to ship, then the seller needs to provide you a return label, or if they are outside the USA, the need to provide you with the money to buy a return label.

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
