Refund
I have an item that I cannot send out it is to big, I didn’t realize how much it would have been. I for whatever reason can’t issue a refund because it says I owe money to eBay for that to happen. I never received any funds. And don’t have funds to cover something I never paid for. Why hasn’t this just been cancelled??? I need to speak to an actual person but can never get one. The

You need to have a backup payment source on file with Ebay to pay for the refund and fees if necessary. The refund to the buyer will need to come from your backup funding source.
As a seller, when you list items for sale on Ebay you are required to sell & ship to your buyers regardless of how much it will cost to ship the item. The time to ascertain shipping costs is before you list an item on Ebay so that you can enter the appropriate shipping charges to buyers.
