Refunds are always sent back to the original form of payment used for the order. eBay cannot send a refund to a different or new card.
If that card was closed, the issuing bank will usually redirect the funds to your replacement card or linked account. If it doesn’t show up, the next step is to contact the bank that issued the original card.
