In a case like this (which is very common), eBay allows you to invoice the Buyer via PayPal or Venmo. Be sure to communicate through eBay messaging and reference the previous transaction. For example: "Dear xxxx. Thank you for your previous purchase of xxxx that you received a refund for on xxxx. I'm pleased that you want to pay again for this item."
