buyer paid for the item. Then requested to cancel. I tried to cancel the order.

When came time refund thier money, which ebay had it. Was on hold. Told I have pay the amount

Just process the refund. You are a new seller, so Ebay is holding your funds. When you refund the buyer, the funds will likely release the next day. You will be fine. There may be a little time difference, but it will all work out.

FYI, you ARE paid. Ebay is holding your funds because you are a new seller.

Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.
