You can’t bill him through eBay. Message the seller and see if he wants you to send a return label, or if he wants to keep the item, what payment method works for him?
You an agree on a PayPal invoice - you need his email - or Venmo or zelle - he needs your email or cell - or even a paper check. You can also set up a listing fro him to purchase - make it a specialty service so no shipping is required.
