I need help with a case. I bought a laptop and it arrived with broken and missing parts. I opened a return request but then the seller told me we would come to an agreement. Because of this, I canceled the return and the seller agreed to return $175 of the $221 I paid. Then the seller did not respond or issue a refund. Now eBay does not want to open another case for me to request a refund. What can I do? Please help.

Never let a seller talk you into closing a return request. Now Ebay can no longer help you.
Contact the funding source you used to pay for the item.
