Redirecting Buyers to a Third Party Website.
Regarding listing: 188918051144, is it permissible to create a listing where the seller directs the potential buyers to another site outside of eBay?

No, sellers are not allowed to directly traffic to another site. The listing bot did not catch it because the seller left a space between the site name and the .com.
This actually looks like a scam listing using a hijacked account from a UK member. Even the eBay listed products shown on the website they direct you to do not fit with the products actually sold there.
The item has ended and I don’t see any other items listed under that member’s ID, so I don’t think it is worth trying to report.
