Received only 1 item in a 2 item order, how can I report this to Ebay?

I order a quantity of 2, only 1 item was in the package that I opened today. Ebay is now listing the item as removed for policy violation (after of course I bought it). How do I open a 'Item not received' request? The problem I'm encountering on the site is i received the package (but with only 1 item, not the 2 purchased). I can't find a way to actually open a case with ebay, as all site pages refer to the package is received.

How can i open a case? I got ripped off of 1 item, but I can't find a way to report it to ebay. This is frustrating!

Since you ordered 2 and only received 1 item in the package, it would be "not as described". File a Return Request: Within 30 days from date of delivery, go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. â€œdoesn't match description". Attach a photo if required. IF your request is approved, the seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item. If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.
