I Received My Item It was a Silver Necklace Shipped from Israel and the Seller never got Paid because the Carrier says I never Received it.. Says it was Delayed .. This is From MAY 2026 How do I contact EBAY this Problem is Not Listed on any of their Content to Contact them And I tried to Call them but no one is there ...

The seller would have received your payment after 31 days - eBay does not hold a payment indefinitely for lack of a delivery scan.

You can speak to customer service, but they cannot mark the item delivered and neither can you.
