Received An Empty Package
Hello! I purchased tailoring scissors and the package came to the house, but when I opened the package it was empty? What do I do? I contacted the seller, but its been silent.

You are protected by the eBay Money Back Guarantee: eBay Money Back Guarantee policy
You can file a RETURN claim via the item in your Purchase history using the reason "Does not match pictures or description". In the comments note the weight of the box and that the box was shipped empty, you will have to upload a picture of the empty box as part of the return claim. Purchases | Myebay | eBay
You will receive a pre-paid return label and the Seller will have 2 days to refund you once they get the package back. Check the Seller's Feedback, other Buyer who had this happen may have left Feedback mentioning it.

I completely understand, it is hard to accept the fact that somebody is trying to take advantage of you and being dishonest about it.
