Received a purchase almost six weeks after postmark date
Is anyone else experiencing delays from the USPS where an item is postmarked relatively quickly after payment date, but takes six to eight weeks to actually arrive? I have heard that both the buyer and seller are reimbursed in these situations, but as a buyer it feels kind of unfair to receive an item that I was reimbursed for. I even had one purchase that was postmarked the next day after I purchased the item, but it took over thirteen weeks to receive.

When you say "post marked" what do you mean??? A Post Mark is a stamping mechanism used at Post offices and stamped on a package or envelope and you would not see that happen as the Buyer.
If you actually mean a label was purchased but tracking was not uploaded to the carrier for a long time that is a different situation.
If you are Buying collector cards or coins that the Seller ships via the ESE (eBay Standard envelope) that is NOT door to door tracing, it is Metered mail and the scan is done by highspeed mail sorting machines at least one stop upstream from your local Post Office.
If you mean you refunded as part of an eBay claim that you did not receive your item AND depending on how the item was shipped (ESE or another tracked USPS service) then you can get refunded but the Seller may or may not get refunded depending how the item was shipped, where they purchased their label and if the uploaded tracking within their Handling time.
