I have a question. I recently won a bid for a vessel. Then was contacted by the owner, telling me he wanted More money that what the bid I won was by almost $9000.00 . Is that Legal? When I told him I don’t have that much & the bid I won was a lot less. He pulled the vessel from me. And I wasn’t able to finalize the purchase. So I almost got scammed. If I would have sent the money I would have lost it. Is it legal for to do this?
