Mentor5 days ago · Edited@omtx3677 Sorry that happened. You had only 30 days from the last estimated delivery date to file a not received refund request on eBay.
An eBay agent can NOT extend the 30 day limit.
Your only option now, if it's not too late, is to file a chargeback with your payment method. The seller will also receive a much deserved $20 dispute fee if the refund is approved.

OP5 days agoThanks for the reply , its too late to do a chargeback from my side . it seems i am just unlucky to meet a scammer on ebay

Mentor5 days ago@omtx3677 Sorry that happened. The eBay Money Back Guarantee does work but you have to pay attention to the time limits.
