question about payout and shipping fees
I recently sold an item and put buyer pays shipping. I sold the item for $190. It looks like the total cost for the buy was $225. I got back $150 and it seems like i was charge for shipping of $18. Why would that be?

The amount you charge the buyer on a listing can be more or less than the actual shipping costs, it depends on the information you enter when creating the listing being correct.
The buyer pays for shipping and you use the buyers money to pay for the label.
Here's how payouts work>
That sounds frustrating.
Your "available funds" are a running total, so there may be other fees from other listings and sales intermingled. Each payout can cover multiple transactions.
If you click PayOut ID here, it will have a complete breakdown of that Payout:
https://www.ebay.com/sh/fin/payouts
From your gross sales (Price + Shipping, if any + Sales Tax) eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.
There is a nice video on this page about how to find your fees: https://export.ebay.com/en/fees-and-payments/seller-fees/
Here is a help page where you can learn about selling fees:

All of the deductions should be listed here:

Please look at the breakdown here of your payouts here:
