Question:
Can a seller offer, for sale, an item that they currently do not have in stock? Is it normal to not hear anything back for 3 days until being notified? I ask because a recent purchase went like this and I wanna know if there is shadiness afoot. . Thanks in advance!

Yes, Sellers can sell things that they wind up not having in stock, if they use that reason when they cancel their account gets a bad strike on it.
Sellers communicate in different ways and some not at all, they just cancel and move on. Sometimes Sellers simply have poor inventory control because many sell out of their homes and things get misplaced, lost or thrown away or even previously sold.
Sorry it happened to you. There are over 18 MILLION registered Selling accounts on eBay ... you can expect some deficiencies from a group of individuals that large.
