PWE shipping via EBay- sports cards

I'm wondering what resolutions other sellers have found for using PWE to sell sports cards under $10. PWE doesn't have USPS tracking, which contributes to problems. Shipping which has tracking is $5+ which no one wants to pay for $1-3 cards.
EBay provides far too optimistic a ship time for customers using PWE, and leads to many requests for 'item not received' claims. I suspect that many of these claims which EBay forces us to refund do in fact get delivered, but by then the seller has provided the refund and there's not too many folks out there who message back and say 'Hey can I pay you afterall?'
In summary-
1) What other solutions do other sellers have?
2) How can we ask EBay to extend buyer expectations on USPS PWE shipping performance? The performance continues to get worse, but some of these sales come with 1-4 day expectations.

If you are using the eBay standard envelope, it includes protection on refunds for non-delivery. If there is any activity on the tracking, you can file a claim and get reimbursed for the refund.

As far as the estimated delivery dates, I think eBay is often too optimistic on usps performance, but the number of days ranges come from usps. You could add a day or 2 to your handling time to allow a bit longer for delivery. Filing claims for your losses is probably the best way to get them to look at the timeframes.
