PWE non delivery

Question

So I just received a claim of item non received using the PWE shipping service. Shipped item out 12/6 and a month later I am here. Tracking started but never went beyond first location. Am I covered if I refund the customer by eBay?

Here is a link to eBay's Standard Envelope service. It is more like the old Metered Mail so it is not door to door tracking. eBay standard envelope | eBay
