a customer told me that she wanted to order two of my items, but ebay said she cannot order before 10 days on the second item? I never heard of such nonsense.

It sounds like you have a requirement set that limits newer buyers. Check here - https://www.ebay.com/bmgt/buyerrequirements
Uncheck the box ‘block buyers who are winning …’.
