Purchased item Seller Doesn't Ship and Keeps Relisting item
I purchased a gold chain from a seller and paid $2,400+, chain was never shipped, and when I inquired about it, seller eventually provided a refund. Twice now the seller has relisted the same item, is this some type of fraudulent behavior in violation of ebay rules and terms of service?
ebay has made it almost impossible to report a listing now.

You can report that seller here: https://www.ebay.com/help/buying/working-sellers/report-seller-listing?id=4022
Click "Report a seller"
Choose " The seller has violated one of eBay's policies"
Choose "Seller doesn’t want to complete the sale"
Explain that you won the item and paid, and then, the seller canceled the order
The seller won't be forced to complete the sale, but he will get a mark on his account for a policy violation.
