Purchased Item Broke Down Immediately
What can be done when a 'used' pencil sharpener breaks down after less than a month of use? Exacto pencil sharpeners are highly reliable and are commercial-grade. The seller sold me a piece of junk and refused a return or refund. What recourse do I have?

I am sorry that happened! If the item doesn't work, you can return the item, regardless of a seller's policy.
You should open a Return Request. The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
You can open your return request here. Just click the photo and follow the instructions.

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.

OP4 months agoI requested a return and a refund, but the seller closed the request. How does ebay protect buyers from sellers who sell junk. I'm finding it extremely difficult to reach and ebay agent. The chat bot is useless!

The seller can't close the return if you pick a reason like 'broken'.
If you picked a return reason like "didn't like", "changed mind" etc, then the seller may not need to accept the return.
-- How to Have eBay Call You --
There is no incoming phone number for buyers or sellers. If you want a call back from eBay Customer Service, here is how to get a call:
Start at an article close to your question (you can look from here: https://www.ebay.com/help/home)
Scroll to the Bottom of the page similar to your question
1) Click "Contact Us" or the ? then select choices until you see
2) Chat with our automated assistant (to the left), click that
In the CHAT WINDOW
3) Type "Agent"
4) Click Your topic
5) You may need to click "Something Else" or "More Options" or type "Agent" a few more times
6) Click “Have Us Call You” (or "Chat with an Agent")
-- If you use a call filter on your phone, turn it off temporarily, or it might block the incoming call.
