Sellers are not required to provide tracking or respond to messages, though many sellers will do so as a matter of good customer service. Just because the seller has not added a tracking number does not necessarily mean the item was not shipped.
If nothing arrives by the last estimated delivery date and there is still no tracking, the next day you should be able to file an item not received case with eBay. After three business days if there is no tracking showing delivery, ask eBay to step in and force a refund.
