purchased a battery and charger specified in Ebay ad, and received something completely different.
Received wrong item from seller, item not even CLOSE to the item ordered. Seller said he had made a mistake and promised to send the correct item, and never has. Seller has failed to communicate with me on any mails except the original one (with the promise to send correct pkg), and when I filed a case against him, they asked him for proof of delivery. He provided the PROOF OF DELIVERY for the wrongfully filled order. No updates have been provided. Now, Ebay accepts his "proof of delivery" and closes the case, even though email history shows what actually happened. What gives and what next ???

There was a delivery, so you lost the dispute. You opened the wrong case, also known as shot yourself in the foot. Although there was a delivery, the item wasn't the item described in the listing. That's the reason you should have chosen. Go ahead and see if you can open another case, and this time choose "Item doesn't match description" or whatever nomenclature eBay is using at this time.
