Purchase restriction

I sent a request to the seller to combine shipping costs and was waiting for a response from the seller.
But I haven't received any reply.
A few days later, the seller canceled the order without any announcement.
My order has been canceled due to non-payment by the due date.
eBay decided it was my fault. After that, there are restrictions when purchasing from eBay. <br/>Buyers who have refused to purchase within the past six months are often unable to purchase. <br/>It's very annoying to buy.
How can I have the purchase restriction lifted?</span>
