Purchase heavy equipment

I'm seriously considering buying a 2013 JCB 550-170

My concern is that it's a really good price and I asked the seller to send me a video of it running but he hasn't responded.

My question is, does ebay guarantee that the $30,000(+) equipment will be delivered as promised?

@firstpeck I don't recommend buying heavy equipment unless you can inspect it in person prior to payment that way your funds are not tied up.

However eBay does have protection Business Equipment>
