When that happens, it's usually because the Seller's performance level dropped to Below Standard. All Sellers are evaluated by eBay on the 20th of each month. If you look at your Seller Dashboard or in your Seller Hub, that will show you what caused your status to change.
When a Seller is Below Standard, they will be charged additional Final Value Fees until their performance improves.
