Regarding the January 2026 changes, if ANY buyer clicks on a promoted listing, the seller will pay the promoted listing % for ALL buyers (within 30 days of the last click). Is this correct?

That is how I read it.
From the announcement -
An attributed sale will be when any buyer purchases the promoted item within 30 days of any click on the ad, regardless of whether the buyer themselves clicked on the ad. The item must be promoted at the time of click and the time of sale. The seller will be charged the ad rate at the time of sale.

OP9 months agoHow can we fight back for this unreasonable new way to add more fees to the seller? I am ready to remove all promotions from my listings. Less sales for me, mean less profit for eBay.

As you describe, the only option is to not use the promotions. I don’t use them, but I am retired and only have a few things listed right now. Still, I work to keep my items well placed in search - I end and use sell similar when an item falls off of the first page, or change the price so the item is tagged ‘new low price’.
I know this is not as easy to do with 400+ active items, but you might try playing with some of your older items. Or, consider running sales offering a discount that result in a better price for both the buyer and for you. Sales like buy one get one x% off can help increase your sales volume, which will help get better search placement for your other items.
