Problems with sellers / Item not as described
Hello,
I am an international buyer from Ukraine and need advice.
I bought a phone listed as “for parts / not workingâ€.
The listing did not mention that the device is PIN / Google locked.
After receiving the phone and installing a new screen, I discovered the lock.
The seller confirmed in messages that the PIN lock was not disclosed.
Because the device is locked, it cannot be reset or reused even for parts (motherboard is unusable).
Due to international forwarding, I could not inspect the item earlier.
Returning the item would cause significant financial loss.
eBay support keeps directing me to phone calls, but I do not speak English.
Is there a way to contact eBay support in writing or request a partial refund in this situation?
Thank you for any advice.

Second, when an item is forwarded, you lose the eBay money back guarantee. Even if the seller was willing to accept a return, you would be responsible for shipping the item back to the forwarding center.
eBay is not going to overrule policy to give a partial refund.
