Problem with Return Shipping
I have a no return policy. An item was shipped, the buyer complains it was damaged during shipping. Should they file a complaint with the carrier for damaged goods or should they pay for return shipping. I have tried to speak with an agent and can't . I am at a loss as to how to proceed.

You are responsible for the item until delivery. You refund the buyer, then you file the claim with the carrier.
If you want the item returned after possibly being inspected by the carrier, ask the buyer to open a return with the reason not as described - damaged. Ask the buyer to print the return label. Refund the buyer and file the claim at the carrier. After you hear about the claim, ask the buyer to ship to you.
If you don’t want it returned, you can refund the buyer through your list of sold orders.
In either case, ask the buyer to hold the item and the box for possible inspection.
