You won't be able to send a return label through eBay, but you can use another site such as pirateship.com to purchase a label.
If you want an item back, the correct steps would be for the buyer to open a return, you approve it, the buyer is supplied with a return label, and you refund when you receive the item back. If you refund first, the buyer has not obligation or incentive to return the item.
