I'm wondering why you are having so many disputes. This should be fairly rare. If you would like help on what to do to reduce the number of disputes you are experiencing, post back with details about some of them and we may be able to advise.
As for fees, what fee changes are you referring to that they are suddenly out of sight? I don't know of any. You will be hard-pressed to find a selling venue that can bring more buyers to your listings for less than eBay.
If you don't want to sell on eBay anymore, don't forget to end the active listing you currently have.

You still have an item for sale, so you should take that down before trying to close your account.
