Presale disaster

I purchased a presale item back on 03/10/2026--the item was released on 06/30/2026 by the U.S. Mint. I received a voucher from the seller on 03/28/2026 promising the product within 10 business days of the release date at the mint. I also unfortunately gave a positive feedback since receiving the guarantee voucher I trusted that he would send me the item promised.Also, since I received the voucher, the item on my ebay purchased history is marked as DELIVERED--the only thing delivered is the voucher--NOT the item I have already paid for!!! However, not receiving the product, I contacted the seller and requested an update. He eventually contacted me and stated that he not only does NOT have my item, he also cannot pay me back through ebay. He stated he wanted to reimburse me through Apple Pay or others---I have NOT received any money nor any communications since---which has been 3 or 4 weeks!! To make matters worse, no matter what I do on ebay customer service I cannot reach someone to explain my circumstance---HELP!!!!

This seller is violating eBay's Pre-Sale policy and manipulating the system.

Presale listings must guarantee that the item will be shipped within 40 business days of purchase
The date the item will be available to ship must be clearly stated in the listing
Listings must clearly indicate in the title and description that the item is being offered for presale
Handling time details should include the time it will take the seller to acquire the item, in addition to the time it will take the seller to deliver the package to the shipping carrier

However, you can file a chargeback on your payment method, PayPal, or credit card. That goes back to eBay and your seller.

Explain in the box that the seller violated the pre-sale policy by shipping you a token item that wasn't what you purchased to circumvent the requirement to ship.

It is true that the seller can't manually refund you through eBay after 90 days. I would be reluctant to provide electronic payment information for fear of future shenanigans. Maybe they can mail you a check or money order...... but file the chargeback, you only have a max of 180 days, depending on your card.
