pre order never arrived

Question

I ordered some coins from jeffscoins earlier in the year. He kept saying it would take longer than usual to get the coins. I reached out to him a number of times to either send me my coins or refund my money. The window is now closed to open a complaint so he stopped corresponding with me. If there is nothing I can do I am hoping the community can look into this seller. As of today he has a 95.4 rating with many negatives.
