Potential scam?
I have a potential buyer that claims he can't send an me an offer because it gives him an error. He wants me to send him an offer. I checked my listing and it clearly states or best offer. I checked his reviews. Mostly very good but a few saying he does return scams. Is this someone I should not sell to.

You cannot send a targeted offer BUT, on the eBay message flow in the upper right of the original message you might see a Reply with offer button. That is how you can send an offer.
You have to use your gut feeling on this but if you have ANY doubts simply add that Buyer to your blocked list on this page and check the box to block all correspondence from you: Buyer management | eBay
So, if his statement is true then maybe he has some kind of a restriction on his account and if it is not true then he is lying and you certainly don't want to do business with him.
