Potential fraud, how to reach ebay customer service

Hi, I put a bidding on an item and was the lowest bidder. I get a message from the seller stating the that item has incorrect description and the item is not new rather open box, and ask me to cancel the bidding. I responded that I need the item and you can pass on the discount if you made the genuine mistake. And surprisingly I was outbid by 1 dollar right before the closing. There was no watch no bidder until the closing. I sense the fraud and would like to request investigate. How can I proce...

Typically, most bidding takes place at the end of the auction. The reason the winner bid $1 more than you is because the bid increment for that item was $1.00.

You don't have any evidence of fraud, but eBay has algorithms in place that detect shill bidding (if that is what you are suspecting) and when eBay detects it, they will automatically take action. They will not disclose to you what action they take if any.
