Potential fraud
Hi I need some help because I purchased an item for full price but looks like the seller is advertising the picture of the item for full price(scam). Looks like I was scammed and I would like to know how to proceed in order to cancel the order because I asked to cancel before seller add tracking info but he refused adding the tracking info right away. Please help.

Please provide the Item Number so that we can see the Category in which the item was listed. That will inform us of the easiest way that you can get refunded. [Some ways are much easier than others.]

Buyers can only REQUEST a cancellation. It is up to the seller to file the cancellation, but sellers are not obligated to do so. When you get the item, you can sell it or give it away.

It sounds like the OP belatedly realized that the listing is for a photo of the item, rather than the item itself
