Postal rates on 1 oz
Has anyone been having trouble with the 1-2-3 oz letters? I have a digital scale so I know what I'm doing and I mark the envelope size exactly. But I am still getting some returns and one customer said she was billed an additional .48. Does the post office know about Ebay's deal with them or are they just ignoring?

Are you shipping those fabric swatches in a letter envelope as a letter? If so, they are probably non-machinable and will require $0.44 extra postage. If your letter does not look like a letter or feel like a letter, then it will either be non-machinable or will be a package.
Below is part of a USPS high-speed letter sorting machine. Notice all the spindles, belts, corners, and curves. The larger curves are where the fluorescent barcode is sprayed onto the bottom edge of the letter as it whisks around the bend.
eBay has no deals for first class letters, unless you are printing out an eBay Standard Envelope label. If you are using a label for an eBay Standard Envelope (see the approved categories), the mailpiece must still look and perform as an envelope so that it can negotiate the high-speed sorting equipment's slalom course.

I see you still have listings showing shipping via First Class Package which was replace by Ground Advantage back in July of 2023 (eBay posted several announcements/reminders to update your listings last spring).
You should update your listings ASAP.

I see that all of your listings display flat rate shipping, and all are first class except the Raggedy Ann pattern.
With flat rate shipping, it really doesn't matter what you call it in the listing, but you'll probably want to update all of those to Ground Advantage, which starts around $4-$5 for the 0-4 ounce weight group.
You can sort by shipping cost in Seller Hub to see which are likely undercharging, and then bulk edit those in Seller Hub in groups based on cost.
