    postage due charged to buyer

I ordered a pair of pants and the seller charged me $8.75 for postage which seems reasonable but my local post office is holding the item for Postage Due of $5.31, also not unreasonable in the grand scheme of things but why wasn't this caught buy the USPS's new automated system and charged to the seller through eBay?

" . . . but why wasn't this caught buy the USPS's new automated system and charged to the seller through eBay?"

There are a few reasons that the USPS can ask a recipient (of anything) to pay Postage Due.
Years and years ago, I had to pay a few cents Postage Due on a birthday card addressed to me, because my sister hadn't kept up with the postage increases.  This was long before Forever stamps.

On eBay, sellers are responsible for e-v-e-r-y-thing related to their listings.  If the seller enters the package dimensions or weight as numbers that are lower than they are in True Fact, eBay essentially believes that info and "charges" postage at those (wrong) numbers.

The US Postal Service will want to be paid for delivering a larger or heavier package than the seller paid for.  For probably a couple centuries, the Post Office Department, now US Postal Service, has been collecting Postage Due from the addressees/recipients of those larger packages.

If you haven't yet picked up that package from the post office, you can still refuse it.  It will be returned to the seller, and you won't have any negative consequence from eBay.
You just have to decide if you want to pay an additional $5.31 to the post office.

If I were you, I would also mention the $5.31 Postage Due in the feedback I leave for that transaction.

Ok, clearly no one gives a **bleep** about postage due for buyers, there are dozens of questions on here with those key words and not one has ever been answered.
