postage due
I purchased a photo for $7 and paid $4.37 postage but when the envelope came it had $5.80 postage due. I contacted the seller and he replied that I needed to ask the post office for reimbursement- not him.
I believe the seller is responsible for reimbursing me.

eBay can not force the seller to reimburse you.
When an item arrives postage due, do not pay it until you have asked the seller to send you the amount due. If he disagrees with the amount, he can call your post office to find out why it is due. If he will not send the money, let him know that you will refuse the delivery and open a not receive claim.
He would then have to refund your payment in full, plus pay the amount due to get his po to deliver the item to him.
Postage due is the one situation where you can refuse the delivery and still be covered by the money back guarantee.

I wanted to add that your seller may actually not be at fault.
The old first class package had a requirement of a minimum thickness of 3/4â€. I can find no minimum thickness for what is now called ground advantage.
The difference in price makes me think that your PO made you pay to upgrade the shipping to priority based on it being too thin for ground advantage.
I think some post office clerks do not know that this requirement was removed, and I would never be the one to try to tell a clerk to check the manual. As a seller, if I encountered this, I would pay the difference and keep my mouth shutðŸ¤.
