Post office not delivering item to my buyer
If the item my buyer bought does not show up am I out the money for the item I sold and the item? Or is there protection for the seller in these cases?

Regarding collector cards, if you shipped them via the eBay Standard Envelope (eBay standard envelope | eBay) it is Metere mail and not door to door tracking. The link provided explain how you file a claim if the Buyer files a claim that they did not receive the item.
For other shipments like USPS Ground Advantage you are covered for $ 100 built-in Insurance and can add insurance for higher price item sales. If you print your labels through eBay then tracking is uploaded to the sold item automatically. Printing them other ways or buying at the counter you need to manually type the tracking number on the sold item transaction. This is your protection for claims that items were not received if tracking shows that they were delivered.
