If the Buyer files an official claim through eBay for an ESE shipment (eBay Standard Envelope) that they did not receive their item then you refund them through the claim and then pursue a claim with eBay for your loss as outlined on this Help page: eBay standard envelope | eBay
The code on the ESE label is basically Metered Mail and is scanned on highspeed mail sorting machines. Counter clerks and delivery people CANNOT scan that type of code. The last machine scan is one or more stops upstream from the Post Office in the Buyer's zip code.

Read the info below to learn how you can track an eBay standard envelope ESE > ESUS tracking number. ESE tracking is basically metered mail it does not get Acceptance scans but can get scans from sorting facilities along the way, but sometimes there is no tracking updates at all. The last scan if any will be from a regional sorting facility "Out For Delivery" but the actual delivery date may be 1-3 days later.
Direct eBay Link: Check your My eBay, Seller Hub, or transaction history to view the ESUS tracking number provided by eBay, which automatically routes to TrackMyShipment. [1, 2]
Pitney Bowes Tracking: Click the ESUS tracking number in your order details to open TrackMyShipment, find the 20-digit USPS First-Class Letter tracking number starting with "00" listed at the bottom, and copy it into the Pitney Bowes Tracking Portal for detailed sorting history. [1, 2]
Alternative Trackers: Paste the secondary "00" tracking number into third-party package trackers like ParcelsApp if eBay or USPS tracking displays "Status Not Available".
Reply to your buyer and ask them to do an online search for "How can ebay ESE, ESUS tracking # be tracked" . OR tell them to run the 00 ESUS number through ParcelsApp which will translate the number into a readable one. Do not try to add the App link to your message.

What does the tracking say when you view it from your order history? USPS does not scan eBay standard envelope tracking numbers.
eBay standard envelope (ESE) shipping does have tracking but it is not the same as the USPS tracking on packages.
It is only trackable via the eBay website in the buyer's Purchase History or a sellers Order History.
It is a form of contracted business metered mail (similar to other forms of metered mail, such as utility bills, credit card bills, etc). It will not get an acceptance scan from USPS at the counter or by the letter carrier. As the envelope is processed through the system any scans are recorded in the tracking information.
Metered mail is marked as delivered once it reaches the regional sorting facility, not the buyers address. It can take several days for the envelope to be delivered to the buyer after the delivered scan. If a buyer messages that the tracking shows delivered but they did not get it you can let them know about the difference in tracking.
eBay does have some insurance for lost or damaged items. You can see the details on how ESE works and what to do if the item is lost or damaged on this page.

If the tracking on your order says it is delivered but the buyer messaged you a day or so after to say they did not receive it let them know how the tracking works and ask them to wait a couple of days for it to be delivered. If there is no delivered scan you can use the page above to open a refund claim for a lost item.
