Possible Scam? or regular business operations

Question

I just setup an account and before adding payment details I uploaded an item. Someone emailed me with in a few minutes of posting stating that bought the item and ebay provided them a receipt with a QR code to review. This code stated that the sale is currently restricted because it is not completley setup yet. Should that QR code come from ebay itself and not the buyer? Could this be scam?

@mey6989 Just wanted to add that in addition to reporting the message using the 3 dots on the upper right if the message that you should also add the scammer to your blocked list> https://www.ebay.com/bmgt/BuyerBlock

ALL buyers payments are made using eBay checkout. eBay will tell you when the item is paid and it's time to ship.
