Possible fraud?
In the past month or so, I've had a cluster of sold baseball cards (8 total) returned to me with "insufficient address" marked on the envelope by USPS. They're all small items, between $1-2, all going to different addresses. They're purchases that don't always make sense (ex. a woman in small-town Indiana buying a low level prospect from the Colorado Rockies). In hindsight, Google Maps reveals that addresses are sometimes businesses, college dorms, or apartment complexes without a room # or apartment. I messaged a few of the buyers, but got no reply. Many of the accounts seem recently created.
It's a minor inconvenience for me, but I'm more concerned that someone is using my account, possibly to test if stolen credit cards are working. My questions: is there some protocol to contact eBay about this? Do I go to law enforcement?

Your suspicion about testing stolen credit cards is a likely explanation.
