- When a buyer submits an offer to a seller and the seller accepts the offer made, eBay should automatically bill the buyer’s charge card on file – this would stop buyers that have no intention of buying the item who are trolling
- When a buyer wins an auction eBay should automatically bill the buyer’s charge card – this would stop buyers that have no intention of buying the item who are trolling and do not respond to the win. Not doing this will tie up the item for several days and disengage the seller with eBay and consider other platforms.
- Allow the seller to post comments to a buyer’s page who does not pay for a winning bid or accepted offer.
- Kick off people from eBay who continue to not pay for winning bids or penalize them with fees that are automatically deducted from their charge cards
- When jewelry goes through eBay Authenticity Guarantee (GIA inspection) provide any change in status along with a description to sellers and buyers as it occurs, especially when there are delays – be transparent of the process.

Regarding points one and two, eBay is moving in that direction. eBay allows sellers to specify whether a buyer is required to provide a payment method in advance to make an offer. eBay is experimenting with a similar feature for auctions, though it appears that not all buyers may be subject to the possible requirement just yet. Some sellers seem to like that feature, but buyers are not happy about the inability to choose all previous payment methods or to combine shipping, so the results are mixed at best.
eBay stopped allowing negative feedback for buyers when eBay found that some sellers were using the threat of leaving a negative to discourage buyers from leaving well-deserved negatives for those sellers, or else actually leaving a negative for buyers and then pressing for mutual withdrawal of feedback. This made it harder for bad sellers to be distinguished from good sellers, and so eBay did away with negative feedback for buyers altogether, and allowed sellers to preemptively block buyers with two or more unpaid item cancellations in the last year or so.
eBay can and does suspend privileges or close accounts for various policy infractions, but this does not stop determined individuals from opening new accounts, particularly if those individuals are willing to provide false credentials.
